Purpose of The Organization
To work towards the improvement of the living conditions of deprived, excluded and vulnerable (DEV) children and youth, their families and the communities in which they live.
To assist member-organizations in the Planning, Design, Implementation, Monitoring & Evaluation of Programs and Projects for children and youth, families and communities in the covered areas.
To strengthen member-organization and other existing community-based support systems in communities under which DEV children and youth exist.
To assist in building community-based systems that will sustain in valuing, protecting and advancing the worth and rights of children and youth.
To enter into, make, perform and carry out or cancel and rescind contracts of every kind and lawful purpose with any person, firm, association or corporation.

A recognized strong federation in the Bicol Area that implements quality programs geared toward a progressive future of children, families and communities.
Mission
Taking the lead in initiating and supporting programs and policies in Bicol Area through:
- Ensuring a quality education and health services,
- Promoting a safety environment and disaster resilient communities
- Advocating Psycho-Social well -being for the children and youth.
- Sustaining initiatives on the improvement of economic conditions of families.
Spearhead and provide support to the programs, policies and strategies that would alleviate the quality of educational, health, security, environment, and economic services that would help in acquiring bright future of the children in the communities of Bicol area.

- Lead in transferring the families in a safe place in times of calamity.
- Strengthen the capacity of Board members to effectively perform their roles for the second liner generation of leaders
